These tips work best for Photoshop while using a tablet.

Details
1) Eye Whites Paint small gray triangles or circles on either end of the eye. Notice in this picture the front eye white is larger. Also try adding a tone of pink to the gray, this will make it look more realistic.
2) Face Definition Enhance the highlights of the face with the burn and dodge tool. I also outlined the cheek with the dodge tool in this picture.
3) Mane Shading A mane flows in groups. Well how do you make a group? Outline the bottom in white or close highlight. Now use lowlights under the highlights, or on the top of the underlying group. You could also use the burn tool. Paint additional high/lowlights before you separate the groups.
4) Mane Shine Paint a sketchy white bar in the general area you want the shine to be. No go into Motion Blur and match the angle with the way the hair is moving. You can adjust the opacity or the layer to match the manipulation.
5) Forelock Shading This usually only works for a front-on picture. Use a lot of lowlights in the top middle of the forelock. Please refer to the picture.
6) Eye Glare Simply paint a white dot on the eye. Pay attention to your light source!! In this picture I painted two glares, one bolder than the other.
7) Splashes When using a splash brush, use one of the colors from the water, not white! Also you can burn the bottom and dodge the top to get the effect shown here. To make droplets, use a white brush. This is easy, just paint droplets coming off of the hoof!
8) Ripples & Refections Again, pick a color from the water. Paint in circle pieces around the hoof, not full circles. I outlined where I painted. To make a reflection, duplicate the horse layer and flip it. Now you can go into Liquify. Make sure you match the waves you're making with the ones in the picture! If there are small ripples, make small ripples. Then lower the opacity to look natural. You can also use a large soft brush to erase some of the far reflection.
9) Grass Brushes When using grass brushes, erase the horse layer with them. Don't try to repaint the grass over the horse, this is very challenging. I've never seen it done correctly.
10) Lighting Pay attention to your light source! Here I dodged the areas that would be affected by the sun.
